Legal Troubles for American Advocates of Qatar as Gulf State Raises Profile in Washington

In recent years, Qatar has been increasing its lobbying efforts in the U.S. to strengthen its position in relation to neighboring countries like Saudi Arabia and the United Arab Emirates. However, this push has led to legal troubles for some of its American advocates.

Federal prosecutors in Manhattan have alleged that Qatari officials provided tickets to the Formula One Grand Prix in Miami to a relative of New Jersey Democratic Sen. Bob Menendez, as well as investing in a real-estate venture of a friend of Menendez’s. Menendez, who was already charged with being an illegal agent of Egypt, denies the allegations against him.

In another case, a Republican lobbyist and former unpaid campaign adviser to former President Donald Trump admitted to illegally failing to register an advocacy group he set up on Qatar’s behalf to tarnish Saudi Arabia. The lobbyist, Barry Bennett, settled charges with prosecutors.

Additionally, documents show that Qatari lobbyists worked to kill U.S. legislation that would harm Qatar’s interests by discrediting the bill as a product of its rivals’ “unsavory lobbying.” These efforts have resulted in ongoing civil litigation.

Qatari officials have stated that their lobbying efforts were necessary to counter those of the country’s regional antagonists. The new details have emerged as Qatar has taken on a high-profile role as a mediator in conflicts around the world, including in Afghanistan and Gaza.

The Gulf state has long maintained a delicate balance between the U.S. and its adversaries, hosting the largest U.S. military base in the Middle East while also providing aid for Gaza. Qatar has poured money into various campaigns in Washington to further its national interests.

Prosecutors have found that some of these lobbying activities were not properly disclosed, leading to legal repercussions for the advocates involved. The feud between Qatari and Saudi/U.A.E. lobbyists has become intensely personal, with allegations of hacking and other underhanded tactics.

As Qatar continues to play a significant role in global conflicts, its lobbying efforts in Washington have come under increasing scrutiny. The legal troubles facing its American advocates highlight the complexities of foreign influence operations in the U.S. capital.
