New Laws Enacted to Speed Up Planning System and Encourage Home Building

The new Levelling-up and Regeneration Act, which came into force today, marks a significant step towards transforming the planning system, holding developers accountable, cutting bureaucracy, and encouraging the building of new homes in the UK. This landmark legislation, enshrined in law after receiving Royal Assent, is part of the government’s commitment to delivering one million homes over this Parliament.

Key provisions of the Act include empowering local councils to work with landlords to revitalize town centers by bringing empty buildings back into use, making the temporary relaxation of rules on outdoor seating for cafes, pubs, and restaurants during the pandemic permanent, and strengthening devolution by ensuring every area in England can have a devolution deal by 2030.

The Act also aims to put local people at the heart of development, boost local services by requiring developers to deliver vital infrastructure, rebalance the housing and land markets, encourage developers to speed up building, and bring high streets back to life through high street rental auctions.

Furthermore, the Act emphasizes building homes in urban areas rather than encroaching on the countryside, enhancing protected landscapes, and tailoring environmental assessments to reflect current environmental priorities. The Royal Town Planning Institute Chief Executive, Victoria Hills, praised the legislation for its potential to improve planning decisions and make places better.

With additional funding allocated to councils to bolster staffing and tackle backlogs, as well as plans to upskill the sector with new planning super squads, the government is committed to ensuring the planning system is equipped to deliver the right homes in the right places. The forthcoming response to the National Planning Policy Framework consultation will further outline how planning policies in England will support the housing agenda.

Overall, the Levelling-up and Regeneration Act represents a significant milestone in the government’s efforts to address housing challenges, revitalize communities, and promote sustainable development across the UK.
