E-scooters are currently only legal on private land or through trial hire schemes, despite being widely sold and seen in public spaces.

The absence of any mention of new laws in the recent King’s Speech indicates a delay in legislation, with the government opting to extend existing trials until May 2026. The decision was defended by the government, stating that more evidence is needed to ensure that future legislation strikes a balance between safety, user accountability, and market growth as technology continues to evolve.

The announcement of new laws on e-scooters was made in the Queen’s Speech in May 2022, but the lack of progress has raised concerns among campaigners and companies. Collaborative Mobility UK (CoMoUK), a national shared transport charity, highlighted the UK’s lag in taking action on e-scooters compared to other countries. The organization emphasized the importance of implementing high safety standards for e-scooters, whether they are rented or privately owned.

Dott, a company offering rental e-scooters in London, expressed disappointment over the delay in policy, citing the impact on long-term investments in the UK. The safety of e-scooters has been a contentious issue, with concerns raised by organizations representing vulnerable pedestrians. Guide Dogs, a charity advocating for people with sight loss, urged the government to introduce laws promptly to address the problems caused by anti-social e-scooter use.

The charity emphasized the hazards posed by e-scooters, particularly for individuals with sight loss, due to factors such as weight, speed, silence, and their presence on pavements. Guide Dogs called for mandatory docked-parking for rental e-scooters, strict controls on weight, power, and speed, and enforcement measures against misuse.

The delay in new e-scooter laws has reignited the debate on the safety and regulation of these popular modes of transport, with stakeholders urging the government to prioritize the implementation of comprehensive legislation to protect both riders and pedestrians.
