The debate on affordability checks in the UK’s parliament on 26 February is set to be a contentious one, following a successful petition calling for their halt. The petition, initiated by Jockey Club chief executive Nevin Truesdale, garnered over 100,000 signatures by the end of November, prompting a parliamentary discussion.

The proposed financial checks outlined in the Gambling Act review white paper have faced criticism from industry leaders, with concerns raised about the potential impact on the racing industry. Julie Harrington, chief executive of the British Horseracing Authority (BHA), emphasized the need to protect the sport’s financial future while acknowledging the importance of safeguarding individuals from gambling-related harm.

The debate comes at a time when the Gambling Commission’s chief executive, Andrew Rhodes, has defended the necessity of affordability checks despite industry pushback. Rhodes cited the Patterns of Play research, which highlights the disproportionate contribution of a small percentage of players to the industry’s revenue.

However, critics argue that the implementation of affordability checks could drive vulnerable players towards the black market. David Brown, a UK industry veteran, warned that intrusive financial checks may inadvertently encourage illegal gambling activities within the country.
